Italy signs framework agreement on International Solar Alliance with India

Italian signed the Framework Agreement of the International Solar Alliance (ISA) on 17th March with India. Though Italy is not a member country, it was able to become a signatory country after the amendments to the Framework Agreement of the ISA entered into force on 8 January 2021, opening its Membership to all Member States of the UN.

The Framework Agreement was signed by the Ambassador of the Italian Republic, H.E. Vincenzo De Luca. The signed copies of the Agreement were received by Additional Secretary (ER), as the representative of MEA which is the depositary of ISA Framework Agreement, the MEA said.

Earlier in the day, Foreign Secretary Harsh Vardhan Shringla met Italian Ambassador Vincenzo De Luca and welcomed the country’s accession to the International Solar Alliance.

About ISA

ISA is an alliance of 121 countries initiated by India, most of them being sunshine countries which lie either completely or partly between the Tropic of Cancer and the Tropic of Capricorn.

The initiative was launched by Prime Minister Narendra Modi at the India Africa Summit, and a meeting of member countries ahead of the 2015 United Nations Climate Change Conference in Paris in November 2015. The framework agreement of the International Solar Alliance opened for signatures in Marrakech, Morocco in November 2016.

The ISA will provide a dedicated platform for cooperation among solar-resource-rich countries, through which the global community, including governments, bilateral and multilateral organizations, corporates, industry, and other stakeholders, can contribute to help achieve the common goal of increasing the use and quality of solar energy in meeting energy needs of prospective ISA member countries in a safe, convenient, affordable, equitable and sustainable manner.

ISA will not duplicate or replicate the efforts that others (like International Renewable Energy Agency (IRENA), Renewable Energy and Energy Efficiency Partnership (REEEP), International Energy Agency (IEA), Renewable Energy Policy Network for the 21st Century (REN21), United Nations bodies, bilateral organizations etc.) are currently engaged in, but will establish networks and develop synergies with them and supplement their efforts in a sustainable and focused manner.
